摘要
本科层次职业教育试点是探索职业本科教育发展路径的重要举措。从政策网络视角来看,当前试点困境包括:多元主体利益差异大且协作程度低,制约试点工作整体推进;中央和地方政府职责不清且规范缺位,致使政策变通和执行损耗;试点院校基础薄弱且内部分化,导致办学实践偏离类型定位;专家和社会力量参与不足且话语权弱,影响了政策落地和试点走向。为此,需着重从推进理念转变、明确职责分工、强化统筹部署等方面着手破解。
The pilot of vocational education at the undergraduate level is an important measure to explore the development path of vocational undergraduate education.From the perspective of policy network theory,the dilemma mainly includes:differences in interests among multiple stakeholders and low levels of collaboration have affected the overall progress of the pilot work;the unclear responsibilities of central and local governments and the absence of norms have led to policy flexibility and execution losses;the weak foundation and internal differentiation of pilot colleges have led to a deviation from the type positioning of educational practice;insufficient participation and weak voice of experts and social forces have hindered the implementation of policies and the direction of pilot programs.Thus,it should promote the transformation of concepts,clarify the division of responsibilities,strengthen overall planning and deployment,and improve decision-making participation.
