摘要
疫情背景下船员生命健康权受到很多威胁,暴露出很多法律问题。生命健康权是一项最基本的人权,船员这一特殊群体的生命健康安全需要得到必要的关注与保障。需要完善船舶应急防疫国际条约和国内法律体系、完善港口应急防疫标准并加强港口应急医疗与隔离的设施及队伍建设、完善船员换班的政策与法律。
Under epidemic situation,the right of ship's crew to life and health is threatened and exposed to some legal issues.This right is the most basic human right,so the safety of life and health of this special group should be given necessary attention and protection.It is suggested to improve the international conventions and domestic legislation on ship's emergency epidemic prevention,to improve the standards of port emergency epidemic prevention,to strengthen the construction of facilities and teams of port emergency medical treatment and quarantine facilities,and to update the policies and laws on crew change.
