新冠肺炎疫情下的非洲恐怖主义发展态势

摘要 新冠肺炎疫情凸显了非洲国家的安全脆弱性,尤其是恐怖主义借助疫情在非洲大陆蔓延发展。疫情不仅掣肘了非洲国家和国际力量的反恐行动,还引发了非洲国家经济与社会的深层危机,这些客观上助长了恐怖主义的滋生。疫情下,世界恐怖主义出现回潮,“伊斯兰国”加强与非洲本土恐怖组织的联系,恐怖主义在非洲大陆活动的频率和烈度都有所提高。疫情还为恐怖组织提供了宣传机会。除了物理危害外,还存在恐怖主义解构非洲社会的深层风险。面对恐怖主义,非洲国家需要从多维度加以应对。 The COVID-19 has highlighted the security vulnerabilities of African countries,especially the spread of terrorism on the African continent.The COVID-19 not only hindered the anti-terrorism actions of African countries and international forces,but also triggered a deep economic and social crisis in African countries,which objectively contributed to the growth of terrorism.Under the COVID-19,world terrorism has seen a resurgence.The“Islamic State”has strengthened its ties with local terrorist organizations in Africa,and the frequency and intensity of terrorism activities on the African continent have increased.The COVID-19 has also provided propaganda opportunities for terrorist organizations.In addition to physical harm,there is also a deep risk of terrorism deconstructing African society.In the face of terrorism,African countries need to deal with it from multiple dimensions.
