摘要
本文将推行绿色PPP看作一项政策冲击,利用交错双重差分模型评估了绿色PPP对高质量发展的因果效应、中介机制与调节效应。研究表明,绿色PPP对高质量发展的效应从项目推行后第2年显著为正;对经济、社会和环境三个层面的研究发现,绿色PPP对高质量发展的促进效应主要来自对经济层面的推动,社会层面效应的发挥有滞后性,环境层面效应在样本期内不显著;绿色PPP能通过推进绿色技术创新、规范政府与市场关系的渠道促进高质量发展;经济初始条件、融资约束水平、社会资本参与数量、项目投资总额及回报机制对效应的发挥具有差异化的影响。本文的研究结论对我国规范推进PPP模式具有一定的指导意义,同时为绿色PPP更好地发挥促进高质量发展的宏观效应提供了参考。
This paper regards the implementation of green PPP as a policy shock,and uses the staggered difference-in-differences model to evaluate the causal effect,mediating mechanism and moderating effect of green PPP on high-quality development.The research shows that the causal effect of green PPP on high-quality development was significantly positive from the second year after the implementation of the project.Furtherly,research on economic,social and environmental aspects shows that the effect mainly comes from the promotion of economic level.There is a lag in the social effect,and the environmental effect is not significant during the sample period.Green PPP can promote high-quality development by pushing green technological innovation and standardizing the relationship between government and market.The initial economic conditions,financing constraint level,the number of private capital participation,the total investment and the return mechanism have differentiated impact on the effect of green PPP.The research in this paper has certain guiding significance for China to standardize the implementation of the PPP mode,and also provides a reference for better playing the macro effect of green PPP on promoting high-quality development.
