摘要
在国家法律和政策层面,乡村振兴战略对农民教育事业、保障农民受教育权都提出了更高的要求。保障农民受教育权对优化农业产业结构、培养高素质职业农民、繁荣农村文化、保护农村生态环境、加强农村组织建设、促进城乡融合等方面具有基础性、全局性作用。目前在农民受教育权立法、乡村教育资源投入、农民受教育权意识意愿和乡村教育服务乡村振兴能力等方面均存在一些不足。只有加大教育资源倾斜力度、完善法律保障体系、重点发展农业职业教育、强化权利主体观念,才能充分保障农民受教育权,为乡村振兴提供有力的教育促进作用。
The rural revitalization strategy has put forward higher requirements on the constitution,laws and national policies for the education of farmers and the protection of farmers'right to education.Guaranteeing farmers'right to education plays a fundamental and overall role in promoting the development of agricultural industry,optimizing rural talent team,flourishing rural culture,protecting rural ecological environment,strengthening rural organization construction and accelerating urban-rural integration.However,there are still some deficiencies in the legislation of farmers'right to education,the investment of farmers'education resources,the willingness of farmers'right to education and the ability of farmers'education to serve the rural revitalization.Only by improving the legislation of farmers'right to education,increasing the inclination of educational resources,focusing on the development of farmers'vocational and technical education,and strengthening the concept of farmers'right subject,can we fully guarantee farmers'right to education and promote the rural revitalization.
