摘要
政策特征是政策有效执行的前提,已有研究多侧重于理论叙述,缺少从政策特征量化视角的分析。本文以修正后的“模糊—冲突”模型为理论基础,以精准扶贫政策为例,采用文本量化分析方法,对模糊冲突性政策特征何以影响政策执行过程和机制进行剖析。研究发现:政策模糊性呈现从高向低,冲突性呈现倒“U”型特征;政策制定者通过模糊冲突特征界定制度边界,指导与约束政策执行过程。政策执行者通过识别模糊冲突性特征计算自主决策范围,进而策略式执行政策,模糊冲突性特征是政策执行的中介影响因素。辩证式看待模糊冲突性政策特征,寻找其政策执行平衡点具有重要理论与实践意义。
Policy characteristics are the essential prerequisite of the policy implementation.Current studies focus on theoretical narration,and there appears to lack the analysis of policy implementation from quantitative of policy characteristics.Based on the modified“Ambiguity-Conflict”model and the case of the targeted poverty alleviation policy,this study analyzed the process and logic of the policy implementation from the dual policy characteristics by the text quantitative.We found that the ambiguity changed from high to low,and the conflict changed in an inverted“U”shape.By controlling the degree of characteristics,policy makers have defined the institutional boundaries to guide and constrain the policy process.After analyzing the degree of characteristics,policy executors calculated the scope of autonomous decision-making,and implemented the policy strategically,the characters are intermediary of policy implementation.It's important to take the policy characteristics dialectically and find their balance.
