摘要
冰雪产业政策中的政策工具类型及其组合的合理运用是实现冰雪产业高质量发展的必然要求,也是后冬奥时代冰雪产业发展的重要议题。以北京2022年冬奥会申办成功以来44份国家层面冰雪产业政策文本为研究对象,采用内容分析法,构建政策工具—冰雪产业链—冰雪利益相关者的三维分析框架,分析我国冰雪产业政策工具选择方式和组合效用,并进一步挖掘其背后的政治意图和发布规律。研究结果表明:我国冰雪产业政策工具组合及时且丰富,体现了我国政府对激发冰雪经济、促进冰雪高质量发展的高度重视,但仍存在政策工具使用不均、政策演变周期性波动、政策内容趋同性明显、冰雪营销有待加强、行政引导和市场调控不均等问题。最后,建议完善配套政策,优化基本政策工具选择与组合,确保“科学适配”;稳定政策支持,瞄准冬奥遗产并释放冬奥红利,避免“低谷效应”;整合行政资源,争取社会、经济组织的协同性,拓宽“合作交集”;创新商业模式,深化冰雪产业与相关产业融合,发挥“扩散效应”。
The rational use of the policy tools and their combinations in the ice and snow industry policy is the inevitable requirement for the high-quality development of the ice and snow industry,and also an important issue for the development of the ice and snow industry in the post-Winter Olympics era.Taking 44 national snow and ice industry policy texts since the successful bid for 2022 Winter Olympic Games as the research object,this study uses the content analysis method to construct a three-dimensional analysis framework of policy tools--snow and ice industry chain--stakeholders,investigates and analyzes the selection mode and combined effectiveness of policy tools of China’s snow and ice industry,and further explores the political intentions and release rules behind them.The research results show that the basic policy tools of China’s ice and snow industry policy are timely and abundant,reflecting the great importance attached by the Chinese government to stimulating the ice and snow economy and promoting the high-quality development of ice and snow.However,there are still some problems such as uneven use of policy tools,cyclical fluctuation of policy evolution,obvious convergence of policy contents,unsatisfactory ice and snow marketing,and uneven administrative guidance and market adjustment.Finally,it is suggested to:improve supporting policies and optimize the selection and combination of basic policy tools to seek“leverage balance”;stabilize policy support,aim at releasing the Olympic legacy and post-Olympic dividends,and avoid“trough effect”;integrate administrative resources,strive for synergy between social and economic organizations,and broaden the“cooperative intersection”;innovate business models,deepen the integration of ice and snow industry with related industries,and give play to the“diffusion effect”.
