摘要
通过政策确保青少年体育教育的优质发展是世界关注的主题。为促进海上丝绸之路沿线国家的体育交流互鉴,以海上丝绸之路16个国家为研究对象,运用定性比较分析法(QCA)分析沿线国家促进青少年优质体育教育发展的政策组态路径。研究发现:1)促进海上丝绸之路国家优质体育教育发展的青少年体育政策组态路径分别是:效用最大化路径和启发式路径,两者都以权威工具与系统变革工具为核心出现条件,区别在于前者以激励工具为边缘条件,后者以能力建设工具为边缘条件;2)阻碍优质体育教育发展的青少年体育政策组态路径存在明显的共性,他们都以象征与劝解工具为核心出现条件,以激励工具为核心缺失条件;3)中国青少年体育政策组态路径有2个方面的特征:(1)激励工具与能力建设工具是中国促进优质体育教育的充分条件;(2)中国地区青少年体育政策工具组态形式正逐渐出现将权威工具作为“隐性的衔接机制”的政策治理特征。
It is a topic of global concern to ensure the quality development of youth physical education through policy tools.To promote sports exchanges and mutual learning among countries along the Maritime Silk Road,using 16 countries of the Maritime Silk Road as the study object,this study applies qualitative comparative analysis(QCA)to analyze the policy grouping pathways of different countries in promoting the development of quality physical education for adolescent.It finds that:1)The adolescent physical education policy histories that promote the development of quality physical education in the Maritime Silk Road countries are:the utility maximization path and the heuristic path,both of which take authority tools and system change tools as the core conditions.The difference lies in that the former takes incentive tools as the edge conditions,while the latter takes capacity building tools as the edge conditions;2)The adolescent sports policy hindering the development of quality physical education grouping paths have obvious commonalities where they all have the symbolic and persuasive tools as the core emergence condition and the incentive tool as the core absence condition;3)The adolescent sports policy grouping paths in China are mainly characterized in two aspects.(1)motivational tools and capacity building tools are sufficient conditions for promoting quality physical education in China.(2)the configuration of policy tools for adolescent sports in China is gradually showing the feature of taking authority tools as“implicit cohesion mechanism”.
