摘要
研究运用文献资料、逻辑推理等方法,从中国式现代化赋予学校体育的重大意义、价值目标、理念路径等来剖析学校体育高质量治理这一时代新议题。研究认为:1)现阶段,中国学校体育高质量治理需始终以“学生健康第一和全面自由发展”观念为中心、以“立德树人”为根本任务、以提高全民身体素养为核心的治理目标,进而为青少年群体掌握运动技能、增强体质、健全人格和终身体育奠定稳固的磐石。2)中国式现代化语境下我国学校体育治理应从形塑“共建共治共享”的治理思维逐步向高质量、多样性、均等化建设“人人有责,人人尽责、人人享有”的治理共同体进行转变,形成政府组织、学校群体、家庭群体、社区群体、教师群体和学生群体共享中国学校体育高质量治理成果的新格局。3)提出新路径:在人才治理层面,以系统化、模式化培育学校体育高质量治理后备人才;在制度治理层面,以可操作化、量化明确学校体育高质量治理标准;在观念治理层面,以多元化、思想化奠定学校体育高质量治理理念;在结构治理层面,以精细化、程序化规范学校体育高质量治理组织;在技术治理层面,以信息化、数字化丰富学校体育高质量治理工具。4)立足“微治理”,遵循学校体育高质量治理的“一体化设计和原则”,实现体育与教育优势资源双向高效流通机制,有效形成中国学校体育治理短期目标、中期目标、长期目标的强大合力。
Using the methods of literature review and logical reasoning,this paper analyzes the new topic of quality governance of school physical education from the great significance,values,concepts and paths endowed by Chinese path to modernization.The research holds that:1)At this stage,the quality governance of school physical education in China should always focus on the concept of“students’free and all-round development and‘health first’”,with“cultivating virtues and morality”as the fundamental task and“improving the health quality of the Chinese nation”as the core of the governance goal,so as to lay a solid foundation for students to master sports skills,improve their physical fitness and personality,and enjoy lifelong sports.2)In the context of Chinese path to modernization,the governance of school physical education in China should be transformed from the concept of“collaboration,participation and common interests”to that of building a community of social governance in which everyone fulfills their responsibilities and shares in the benefits with quality,diversity,and equality.Thus,government organizations,schools,families,communities,teachers and students will share the achievements of quality governance of school physical education in China.3)New paths are proposed as follows.For talent management,build a talent pool for school physical education in a systematic and patterned way.For institution governance,establish quality governance standards of school physical education with feasibility and quantification.For concept governance,lay a foundation for the quality governance concept of school physical education with diversification and ideological transformation.For structure governance,standardize the quality governance organization of school physical education with refinement and procedure.For technology governance,enrich the quality governance tools of school physical education with informatization and digitization.Finally,based on the concept of“micro governance”and following the“integrated design and corresponding principles”of school physical education governance,the paper aims to achieve a two-way efficient circulation mechanism of sports and quality education resources,and effectively form a strong synergy of short-term,medium-term and long-term goals of Chinese school physical education governance.
