摘要
干事创业和担当作为是党和国家对广大干部提出的工作要求和期望。论文基于社会学习理论,从公共服务动机的视角探究基层公务员变革担当行为的形成机理。通过对38组257名基层公务员进行多时点问卷调查,多水平分析结果显示:公共服务动机存在涓滴效应,即领导的公共服务动机可以显著影响员工的公共服务动机;员工的公共服务动机可以正向预测其变革担当行为;员工的公共服务动机在领导的公共服务动机和员工的变革担当行为之间发挥着中介作用;授权型领导在员工的公共服务动机和其变革担当行为之间起到正向调节作用;有调节的中介假设亦得到了验证。论文首次验证公共服务动机的涓滴效应,并尝试厘清其对基层公务员变革担当行为的影响机理,同时,论文对如何激发基层公务员干事创业和担当作为具有一定的实践启示。
An important mission in the process of the modernization of China’s system and capacity for governance has been to inspire street-level civil servants to show that they take more charge of behavior.However,the phenomenon of"Wei Guan Bu Wei"emerges in an endless stream of reality.Therefore,in the New Era,an urgent practical issue is to determine how to effectively stimulate the taking-charge behavior of street-level civil servants.In response to this question,the present study introduces public-service motivation(PSM)to explore the formation mechanism for street-level civil servants’taking-charge behavior by using social learning theory,and it examines the trickle-down effects of PSM.However,influenced by the strict bureaucracy,such behavior is subject to many restrictions.Whether the leader empowers authorization will have an important impact on such taking-charge behavior,but there has been a lack of relevant follow-up research in this area.Therefore,this study introduces the construction of an empowering leadership to explore the boundaries that affect changes in the behavior of civil servants.In short,this study builds a moderated mediation hypothesis to explain the formation mechanism of the taking-charge behavior of civil servants.In this study,257 street-level civil servants from 38 groups in a prefectural-level city of central China were investigated in three waves.The results of a multilevel analysis show that there is trickle-down effect of PSM,that is,the leaders’PSM can significantly affect the PSM of their direct subordinates.Meanwhile,the subordinates’PSM can positively predict their taking-change behavior.Therefore,the subordinates’PSM plays a mediating role in the relationship between the leaders’PSM and their direct subordinates’takingcharge behavior.Furthermore,an empowering leadership plays a positive moderating role between the subordinates’PSM and their taking-change behavior,and the moderated mediation hypothesis is verified.In general,this article examines the trickle-down effects of PSM and clarifies the formation mechanism for the taking-charge behavior of civil servants.Additionally,it reveals some practical insights.This study makes some theoretical contributions,but there are also some limitations for future research.First,although the research applies a three-wave investigation design to collect data from leaders and their direct subordinates,we cannot rigorously infer causality.For example,when a leader’s PSM is high,his/her direct subordinates may report a high PSM in order to pander to the leaders.In this case,any causal inference may be biased.Consequently,a more rigorous and scientific design(e.g.,a quasiexperiment)is required to verify the trickle-down effects of PSM from supervisors to direct subordinates.Second,the investigation is limited to a prefectural-level city,and some potential exogenous confounding variables(e.g.,regional policy,culture)are not taken into account.Although this design can enhance internal validity,it also reduces the possible generalizability of the results.Thus,replicated research is needed in other regional contexts.Third,this study only indicates that PSM can be transmitted from supervisors to their direct subordinates,that is,a trickle-down phenomenon.Can PSM be transferred from subordinates to their supervisors(a trickle-up phenomenon)?Can PSM be transferred from one employee to another(a trickle-out phenomenon)?These trickle effects of PSM require more follow-up research.
