用好大数据是浙江抗疫经验的关键 被引量:10

Big Data Contributes to Prevention and Control of the Coronavirus in Zhejiang

摘要 浙江在此次新冠肺炎疫情防控中表现突出,"五色图""健康码""精密智控指数""浙里办""捉谣记""浙政钉"等大数据抗疫举措,在关键时刻发挥了关键作用,为分区分级精准施策、科学有序防控提供了强有力支撑。本文认为,浙江有关经验做法对各地抗疫具有示范意义,值得尽快在全国层面推开。本文提出,要以深刻总结此次抗疫经验教训为契机,推动各级党委、政府和领导干部重新认识大数据治理的重要意义,真正在治理思维上实现转变,健全大数据应急决策、监督和反馈机制,加快推进数字政府建设,以数字治理推动国家治理体系和治理能力现代化。 Zhejiang has performed admirably during the coronavirus epidemic prevention and control.Big data anti-epidemic measures,such as the"five-color map""health codes""precision control indices""ZheLiBan APP"and"ZheZhengDing APP"have played a key role at critical moments.Systematic scientific prevention and control have provided strong support.This article shows that the practices and experiences in Zhejiang,which are worthy of promoting at the national level as soon as possible,have demonstrated their significance.We propose using this opportunity to review the lessons learned from the prevention experiences in Zhejiang to encourage party committees,governments,and leading cadres at all levels to recognize the significance of governance by utilising big data;to truly realize a dramatic change in thinking about governance;to improve emergency decision-making,supervision,and feed back mechanisms based on big data;to accelerate the construction of digital government;and to promote the modernization of China’s system and capacity for governance.
