摘要
国家安全是国家生存和发展的前提和基石。作为服务于国家安全现实问题的一门学科,国家安全学具有重大理论与实践价值。“两个统筹”作为贯彻总体国家安全观的基本要求,为中国特色国家安全学的建设提供了精神内核和思想保障。国家安全学学科建设必须紧扣时代的基本特征。当今世界正在进入一个新的时代,世界政治加速进入转型期,各种安全要素高度关联,中国国家安全同时面临创新期和风险期的机遇与挑战。国家安全学学科建设的有效推进有赖于国内学术界共识的凝聚,包括政治性、学术性、专业性、社会性、技术性和战略性。中国特色国家安全学学科建设应充分发挥国家顶层设计与政策引导的统筹作用,采取“小而精”的人才培养模式,以现实问题为导向设置二级学科,形成“内部重点建设与外部协同创新相结合”的学科建设格局。
National security provides the precondition and foundation for the survival and development of a country.Addressing practical problems confronting China’s national security,the discipline of national security studies is of great value,both theoretically and practically.Upholding the“two coordinates,”which are the basic requirement of a holistic approach to national security,will offer spiritual rationale and ideological guarantee for building the discipline of national security studies with Chinese characteristics.The world today is entering a new era when the transformation of global politics is accelerating and various security factors are increasingly interconnected.Consequently,China’s national security is faced with both opportunities and challenges.Building the discipline of national security studies in China hinges on the consensus gathering—politically,academically,professionally,societally,technologically,and strategically—among academic circles.We should strengthen top-level design and policy guidance in building the discipline of national security studies with Chinese characteristics,follow a“small but excellent”modality in talent training,and offer secondary disciplines based on practical problems.Thus,“internal construction of key disciplines”can be carried out in tandem with“external coordinated innovation.”
