摘要
网络空间国际规范日益成为网络空间治理中的热点领域,其中宏观规则与技术标准可视为网络空间规范的重要组成部分。伴随网络空间与传统治理议题的联系日趋紧密以及新兴国家数字技术产业的快速发展,政府间国际组织在构建网络规范中的重要性日益提升。作为官方机构,政府间国际组织能够召集各方制定出具备执行力的网络规范,自身也成为广大发展中国家捍卫自身利益诉求的主要平台。凭借广泛的代表性与极强的权威性和影响力,联合国设立一系列相关机构和论坛,积极召集各方开展网络空间宏观规则与技术标准的制定工作,并借助多利益攸关方模式推进各方合作构建可行的国际规则。联合国在积极跟进前沿技术标准建设的同时,其他附属机构也结合自身优势构建相关规则。未来,政府间国际组织需要缓和各方在网络规则治理中出现的对立态势,协调网络大国间的关系,推进各类协作机制建设,凭借自身优势促进国际社会早日制定出一套全面且可行的网络空间国际规范体系。
Cyberspace norms-making has become a hot topic in cyberspace governance,and general rules and technical standards are the main parts of international norms in cyberspace.As Cyberspace is making more and more close relations with traditional governance issues,the digital industry in emerging countries is developing,and the importance of intergovernmental organizations(IGOs)in cyberspace-norms making is rising.As official institutions,IGOs can convene all parties to formulate enforceable cyberspace norms,becoming the main platform for developing countries to maintain their own interests.With extensive representation,substantial authority,and influence,the United Nations(UN)provides a series of platforms for international actors to negotiate general rules and technical standards in cyberspace via its institutions and multilateral forums,attracting relevant international actors with the multi-stakeholder approach.The UN actively follows up the formulation of frontier cyber standards,and its other subsidiary institutions also set cyberspace rules relating to their own advantages.In the future,IGOs require to alleviate the confrontational situation between emerging countries and western powers,coordinate the relationship among the cyber major powers,promote the construction of collaborative mechanisms at various levels,to promote the international community to construct a set of feasible international norms as soon as possible.
