摘要
农村宅基地退出有利于优化土地资源配置和推进新型城镇化战略的实施。而农户认知、社会环境和制度环境等因素,影响着农村宅基地退出意愿。基于河南省518份问卷数据调查,以交互决定论为理论基础,通过二元Logistics回归分析模型探索"现实"和"理想"两种情境下宅基地退出意愿的影响因素。研究结果表明:(1)理想和现实两种情境下农户退出宅基地意愿的影响因素有一定差异。现实情境下环境类因素对宅基地退出意愿的影响大于个人类因素,而在理想情境下个人类因素和环境类因素的影响力大致相同。(2)现实和理想两种情境下,家庭特征和社会环境两个方面的因素对农户退出宅基地意愿的影响均较大,说明宅基地退出制度改革和实施路径应着眼于农户家庭层面和立足于当前社会经济背景。(3)依据现实和理想两种情境下宅基地退出意愿的共同影响因素,可以得出宅基地退出的实施应从农户分类、宅基地居住功能弱化、不同地域空间等层面有序逐步实施。最后,从区域条件、家庭生计和社会经济背景等方面,提出了促进河南省农村宅基地退出的政策建议。
The withdrawal of rural residential land is conducive to optimizing the allocation of land resources and to promote the implementation of the new urbanization strategy.The factors such as farmers’perception,social environment and institutional environment affect the willingness of rural residential land withdrawal.Based on 518 questionnaires in Henan province and the theory of reciprocal determinism,we explored the factors influencing the willingness to withdraw rural residential land in two situations of"reality"and"ideal"by using binary logistic regression analysis model.The results are as follows.(1)There are certain differences in the factors that affecting the willingness of farmers to withdraw the rural residential land in both ideal and reality situations.In the realistic situation,the influence of environmental factors on the willingness of withdrawal rural residential land is greater than that of individual human factors,while the influences of individual human factors and environmental factors are roughly the same in the ideal situation.(2)The factors of family characteristics and social environment have great influence on households’willingness to withdraw rural residential land in both situations,which indicates the reform and implementation of rural residential land withdrawal system should focus on the household level and be based on the current socio-economic backgrounds.(3)The implementation of rural residential land withdrawal should be carried out step by step in an orderly manner from the aspects of classification of farmers,weakening of the residential function of rural residential land,and different geographical spaces.Finally,from the aspects of regional conditions,family livelihoods and socio-economic background,this paper puts forward some suggestions to promote the withdrawal of rural residential land in Henan province.
