Welfare Economics is one of the branches of Western Economics studying how to promote social welfare.And social assistance is an important sub-system of social security,which plays an essential role resolving the basic living problems of the poor population,maintaining the social stability and promoting the develop of economy.To explore the system's welfare economics ideology origin and mental backbone will help its reform to obtain the nourishment from the ideology of its all spokesman in an effort to achieve better policy result.
