摘要
本文分析了改革以后以乡(镇)政府为主体的乡(镇)权力组织既不对下负责、也不对上负责的自我利益扩张倾向,指出造成这一现象的根本原因是“单轨制”政治的断裂,并认为乡(镇)一级的政治体制改革已势在必行。
This article will discuss a new developing tendency of local government, namely Xiangzhen, in China since economic reform in the beginning of 1980s, which is enthusiastic to expand and guarantee its self-interests but neither to be responsible for higher governments nor the farmers. As a conclusion, the author argues that the main reason for this phenomenon lie in the broken of the traditional "single-track-politics" and it is time foe change.
