地方政府农村公共事业管理制度创新是推进农村公共事业又好又快发展的根本保障。创新地方政府农村公共事业管理制度,应着力从六个方面综合治理:明确地方政府农村公共事业管理制度创新的基本目标;建立健全农村公共事业发展经费保障机制;建立健全农村公共事业产权制度;积极稳妥推进乡(镇)机构改革;建立健全农村公共事业民主管理制度;建立健全县乡(镇)政府绩效评估制度。
