摘要
陕西省自然条件复杂 ,土地类型多样 ,土地利用状况区域差异明显。用地结构不合理 ,生态环境恶劣 ,土地质量差 ,开发潜力小 ,人均土地占有量低是普遍存在的问题。合理开发利用土地资源 ,实现可持续发展必须采取的主要措施 :加强土地管理 ,控制人口增长 ;优化产业结构 ,充分、高效、合理地利用土地资源 ;增加土地投入 ,改善生态环境 ,不断提高土地质量 。
The existing status in Shaanxi province is the complexity of natural condition, multiplicity of land types, evident differences of land utilization structure.Poor quality of land with low development potential and low land possession per capita are the universal existing problems. The correct direction and measures of land exploitation and utilization should adapt to local conditions in the whole province. Such strategy and guideline should be taken in the later period as strengthening land management, controlling population increase, optimizing industrial structure, making full, efficient and reasonable use of land resource, increasing land inputs, improving ecological environment and land quality gradually and founding farming, forestry and animal husbandry production bases.
