摘要
文章总结和建立了针对根源解决焦点问题的政策思路模型 -“切实落实防保功能的政策思路模型”。在此基础上 ,讨论了农村疾病防制功能切实落实所需要对农村三级卫生网及其组织体系。
This paper presents a policy model to put preventive function effect in rural China. On the basis of this model, this paper discusses the possible reform alternatives of rural three-tier health network in respects of organizational and operational systems in order to fulfill rural preventive care.
