摘要
影响信息资源配置的障碍要素包括:政府与体制要素、自然要素、社会要素、信息素质与能力要素、信息基础设施要素。我国应从完善相关信息资源配置的法律环境,大力发展信息基础设施建设,以经济建设为中心、加大对中西部落后地区的扶持力度等角度推进信息资源配置政府策略选择。
