以户为单位的土地分散小规模经营方式降低了农民谋求农业新技术的迫切性,加大了农技人员传播新技术的难度和成本,而且农户与农技人员之间难以形成利益联结机制,极大地降低了农技推广效率,通过引导土地流转、建立农民协会和改良集体经营机制等实现规模经营将有效提高农技推广效率。
