摘要
随着危机事件的频繁发生,如何应对公共危机成为政府面临的一个重大问题。公共危机的特性和政府的公共性使得政府在公共危机治理中发挥着主导功能。政府也不是万能的。处于非常规状态下的危机情境中,政府的危机治理能力面临着现实的困境:危机预警意识淡薄、法律体系不健全、信息机制不完善、社会整合能力差。这些问题影响着危机处理的效率和效果。为此,要增强危机意识、健全危机法律体系、完善信息机制、动员社会力量,提升公共危机管理能力,维护社会的和谐稳定。
As crises happen frequently,how to deal with public crisis is become an important problem for government.The charateristic of public crisis and public speciality of government enable government to play a primary role in the public crisis management.Government is not versatile,under the circumstance of crisis,society is abnormal.so government is faced with difficulties in the management capability.The problems influence efficiency and result of crisis management.Therefore,measures should be made to overcome the problems.Thus ability to cope with public crisis will be improved and the society will be harmonious and stable.
