摘要
土地利用总体规划绝非建设性规划、农业用地规划 ,而应是资源配置规划。编制规划方案主要体现在规划模式上 ;加强实施力度应建立软硬约束相结合的管理机制 ,建立宏微观规划与铺图落实反馈一体化的实施流程机制 。
The comprehensive plan of land utilization is by no means the constructive plan or the plan of arable land but it should be the plan of resource allotment.The compiling of the plan program chiefly rests on the mode of the plan.The enforcement of the implementation degree should be built on the management system combined by the respective soft and hard control and it should be established on the serial implementation system which consists of the macro and micro plans,and the integrity of spreading maps,making sure of them and getting response.Besides,it should be based on the public participation and the production system of the plan.
