摘要
1991年苏联解体和俄罗斯发生转型以来,俄罗斯的社会保障制度主要是以社会责任取代了过去的国家责任。从目前其运行的情况看,其适合市场经济体制的社会保障体系已经建立,社会各方的法律责任、义务和权利都已经明确,内部运行机制已经形成。特别是其社会成员对社会保障的依存度较高,同时各种监督体系开始发挥作用。虽然问题依然很多,但看最终的结果,俄罗斯是采用了适合自己国情及追求社会发展利益最大化的社会保障制度。
Since the disorganization of the U.S.S.R and the transformation of Russia in 1991,social responsibility has replaced national responsibility in the social security system of Russia.From the present operation of the system,it can be seen that a social security system suitable to the market-oriented economy has been established,in which the right,obligation and legal responsibility of all sectors of the society have cleared and an internal operation system has formed.In particular,social members are highly dependent on social security,and each supervision system has been given full play.The final result shows that Russia has made an advisable choice in pursuit of the greatest interest of social development according to the situation of the country.
