摘要
为解决以往公路网规划评价确定权重的问题,借助于DEA(数据包络分析)的C2R模型,建立综合评价模型.为避免评价结果'偏好'于某一或某类指标的现象出现,将专家调查和层次分析法结合在一起,为每个指标的权重设定范围,应用改进的C2R模型对2020年北京市公路网规划方案进行综合评价,结果表明:经过改进的DEA评价方法更加公正、客观、合理.
