摘要
韩国铁路改革与重组方案的研究和制定 ,注意认真总结国外经验 ,同时特别重视本国特点 ;政府积极鼓励民间参与铁路改革方案的制订 ,并严格遵守立法和行政程序 ;铁路重组的方向明确 ,民营化步骤循序渐进 ,重视发挥公企业的作用 ;国家明确在承担铁路基础设施、安全以及政策方面的责任 ;努力抓住高速铁路建设和开通运营的时机实施重组计划等 ,都可供中国铁路改革参考借鉴。
During the course of railways reformation and reorganization, South Korea has put great emphasis on the combination of foreign experiences and its own characteristics. In the process of railways reform, the government has been abiding by the legislation and executive procedures, encouraging the NGOs' attending the formation actively; the orientation of sectors reorganization is quite definite, the process of privatization is being put forward step by step, and the functions of public cooperation have been regarded; the government makes its own responsibilities clear on the infrastructure building, safety and policy_making, and it is grasping the opportunity of high_speed railway construction and operation in order to implement the reorganizing plan. All of the above facts supply China with a good value of references.
