摘要
现行的"基于型号"的装备维修保障体系,已经不能适应信息化战争和装备保障能力建设的需要,必须向"基于能力"的维修保障体系转型。从信息化战争对维修保障体系能力建设的要求入手,指出了当前装备维修保障体系存在的主要问题,并进行了原因分析,阐明了实行装备维修保障改革的重要意义,提出了装备维修保障改革的指导原则和"基于能力"的维修保障体系建设构想。
