摘要
在玉溪市城市化发展的过程中,土地被大量征用,被征地农民数量迅速增加,而现行的针对被征地农民的社会保障和征地补偿安置措施存在着诸如保障标准低,抗风险能力差以及缺乏长效机制等问题.所以,对现行的征地补偿安置制度进行政策创新,从源头上保障被征地农民的权益,是有效解决好被征地农民的补偿安置问题的关键,而厦门市"金包银"工程的运作模式值得我们借鉴.
