摘要
分析福安市滨海湿地的概况及存在的问题:湿地生态保护的法制不健全,临海工业发展与湿地保护的矛盾日益尖锐,互花米草、大米草等外来物种对湿地生态的影响,湿地污染加剧,生物资源过度利用。并提出保护利用对策:建立完善湿地保护法律体系、建立滨海湿地生态补偿机制、完善湿地管理机构,强化部门间的协调、制定滨海湿地保护利用总体规划、加强滨海湿地的环境治理、建立滨海湿地监测系统、提高公众对湿地价值的认识。
The paper analysed the survey of the Fuan seashore wetland,and pointed out the facing problem:the legal system of the wetland ecological was not complete.The antinomy between the waterfront industrial development and wetland protection had become an increasing sharp.Spartina alterniflora Loisel.and Spartina anglica Hubb.had more serious ecological impacts on wetlands.Wetlands pollution was increasing.The biological resources were excessively used.The protection and utilization countermeasures were raised as follows: The wetland protection law system should be establish and perfected.The seashore wetland ecological compensation system should be established.The wetland manage institutions should be improved.The inter–sectoral coordination should be strengthened to make a coastal wetland protection and utilization planning.The environmental governances was enhanced.The establishment of coastal wetlands detection system increased the public understanding of the value of wetlands.
