摘要
运用计算机模拟技术对收费站实施电子收费(ETC)系统进行模拟.在模拟数据的基础上,应用成本效益法(CBA)对不同交通量条件下实施电子收费系统带来的货币化的增量效益进行分析.对一些难以货币化的指标,采用集成层次分析(AHP)/数据包络分析(DEA)方法进行多目标分析.评价结果表明,将CBA、AHP和DEA三种方法结合能对ETC项目进行较为全面的社会经济影响评价.
Based on the simulation data, the monetary benefits of implementing Electronic Toll Collection Projects under different traffic volume conditions are estimated using CBA(cost-benefit analysis) method. For another indexes which can be quantitated but can't be measured by monetary units, a multi-criteria analysis is implemented by AHP/DEA(analytic hierarohy process). The results of assessment indicated that the method of combining CBA(electronic toll collection) with AHP/DEA can evaluate the socio-economic impact of ETC comprehensively.
