摘要
行政分割及由此形成的行政区经济成为都市圈发展过程中的重大制约与阻碍。都市圈发展过程的主要推动力有行政推动和市场推动两种模式,在都市圈发展的不同阶段其动力机制也应不同,对处于初级阶段的都市圈来说行政推动应为主导。太原都市圈建设过程中面临的瓶颈问题是其核心层的行政分割,统一行政规划或建立太榆新区是解决这一问题的有效途径。
Administrative division and the resulting administrative economy have become major the constraints and obstacles to the development of urban agglomeration.The main driving forces for metropolitan development include the administration-driven mode and market-driven mode.The drive mechanism should also be different during different stages of development in urban agglomeration.Administration-driven should be dominant at the initial developing stage of the urban agglomeration.The bottleneck in the construction of Taiyuan urban agglomeration is the administrative division of its core level.The unified administrative planning and the establishment of Taiyuan-Yuci new area are the effective solutions to this problem.
