摘要
作为研究运动过程的非线性动态机制的混沌理论把偶然性、非线性、非平衡性、不稳定性带进了公共行政的视野,混沌理论为深入研究现代行政组织的不可预测性和复杂性提供了新的理论手段和理论范式。在混沌理论的透视下,公共行政系统本身就是一个混沌与复杂系统,遵循从简单到复杂,从复杂到混沌的发展规律;它也是线性与非线性因素并存,有序与无序统一的系统,具有自我组织能力,在演化过程中存在分岔。
As a new achievement of science, chaos is majoring in nonlinear dynamic systems, which reveals a world filled with uncertainty, instability, chaos and other complexity-whether in the natural science or the world of public management. It provides a new perspective on administrative complexity, organization performance, and qualitative change. According to chaos theory, the administration system in itself is a system of chaos and complexity. It follows the law that systems develop from the simple stage to the complex stage, then further to the chaos stage. It is a system of the coexistence of linearity and nonlinearity, order and disorder. It has the ability to self-organize. Bifurcation exists in the evolution of public administration system.
