摘要
高新技术产业已经成为上海市经济新的增长点，发展高新技术产业是实现上海经济可持续发展的必然选择。根据高新技术产业高投入、高风险、高产出的特点，文章从调整高新技术企业内部技术开发机制、建立区域技术合作机制、完善跨区域技术扩散机制三方面入手，以上海市高新技术企业为中心，探讨了降低新产品开发风险、筹集开发资金、提高投入产出效益面临的问题及其对策。
The High-tech industry has been changed into a new growth point of national economy in Shanghai.Developing Hightech industry is the inexorable choice for Shanghai economic sustainable development.According to the distinguishing feature of high input,high risk and high output of High-tech industry,this paper is intended to give an analysis to the adjustment of R&D mechanism within enterprises,to establish gegional technical cooperation and improvement of interregional technology spreading mechanism,and take Shanghai high technological industry as a center to discuss the reduction of risk of new product development,raise R&D funds and tackle problems and its counter measures facing enhance input-output effect.
