摘要
我国是一个人均土地资源十分匮乏的国家，同时又是一个处在工业化初期城市上地需求巨大的发展中国家。节约城市用地成为我国城市化进程中一项必不可少的举措，分析我国城市用地的特点表明，中小城市用地存在着人均用地指标偏高、用地非集中紧凑发展、用地结构不合理、乡镇企业占用了大量土地等较多的不合理现象，造成这些现象的原因很多，根本性原因则在于城市发展的阶段性、城市发展性质缺乏明确的定位、城乡二元结构影响、政府行为干预等方面。
China is a country utterly lacking of land resource per capita and also a developing country.It needs huge amount ofland in the initial period of industrialization,it is absolutely necessary for China in the course of urbanization to save urban land use.This paper mainly discussed urban land use in medium-sized and small cities,and put forward five land-saving measures after analyzing the features of urban land use:the first is to adopt the idea of saving land;the second is to regulate the structure of urban land use;the third,to develop land comprehensively;the fourth,to improve rules and regulation of using land by payment;and the last is to enhance regional land use planning．
