摘要
本文通过对一些主要国家和地区高科技园区的产生、发展背景、条件进行分析，归纳出产生高科技园区的历史条件及其发展的基本要素，进而为我国高新技术产业园区建设的决策提供借鉴。
In this article we are going to analyze through principal countries and regions upon the emergence,backgroundof developments and conditions of high science and technological areas;inducing the basic essential factors ofengendering the historical conditions and key elements of their developments,in order to offer successful experiencesupon strategic decision for the construction of Chinese high and modern technolgical enterprise areas.
