摘要
草地资源既是具有多种功能的自然资源,又是重要的国有资产,为了更加科学合理地体现草地资源的价值和使用价值,探索更高层次管理机制,资源资产化管理是必然趋势。资源评价是资源资产评估的基础,而资产评估是资源评价的重要部分,在回顾过去多种草地资源评价方案的理论贡献和优缺点的基础上,从经济学的角度讨论了草地资源的价值和使用价值,并提出了草地资源资产化管理的目标、原则和基本框架。
The grassland resources not only is multi-factor natural resources but also is important state resource capital. In order to materialize the grassland value and use more scientifically and logically and explore the highest administrative level,resources capital management is necessary trend.Resouecs estimation is the base of the resources capital evaluation,and the capital evaluation is the important part of the resources estimation.In this paper,the academic contributions and the shortcomings and advantages of the past manifold grassland resources estimation projects were reviewed.The value of grassland resources and its utlization was discussed by economic point of view.The aim,principle and basic frame of resources capital management were put forward.
