摘要
虽然大学行政化现象在东西方国家均有不同程度地存在,但所不同的是,西方大学中行政力量的出现和发展路径是由内而外和自下而上生发出来的,我国大学中行政力量的出现和发展恰好是由外而内和自上而下强行配置进去的。在考察行政力量在我国大学发展历程的基础上分析了我国大学行政化的表现及负面影响,提出了大学系统功能发挥的基本条件和环境要求,即首先要求国家承认大学的相对独立性和办学自主权;就高等学校内部而言,党政人员也要明晰自己的功能、性质、地位和权责范围以及行政事务与学术事务的主次关系。
Although the university administrative phenomena have existed in both Eastern and Western counties in different degrees,however,there are many differences between them. The appearance paths and development ways of the university administrative power in the Western countries are from inside out and from bottom to top,while that of universities in China are just from outside to inside and top- down forced configuration. Based on the study of the development of administrative power in Chinese universities,this paper analyzes the performance and negative effects of the administrative power and puts forward the basic conditions and environmental requirements: the State should recognize the independence and the autonomy of the universities. As for university itself,the Party- government staff must clarify their functions,characteristics,status,scope of responsibility and the relationship between administrative affairs and academic affairs.
