摘要
本研究以日本市场为例,基于1996～2009年福建与台湾对日本市场水产品出口数据、日本市场水产品进口数据以及日本提高进口食品准入门槛的主要事件,采用虚拟变量的线性回归模型,考察技术性贸易措施对水产品出口的影响.结果表明:2002年日本食品标记制度的实施对福建水产品的对日出口起到一定阻碍作用,而对台湾的对日出口有显著的促进作用,这是由于台湾有着完善的食品标记制度.而2006年《肯定列表制度》的实施均大大阻碍了福建与台湾的对日水产品的出口.可见,技术性贸易措施的作用是双向的,取决于出口方是否有完善的水产品质量安全管理体系和标准体系.基于此,本文提出完善双方水产品质量安全管理体系和标准体系的建议,包括在ECFA框架下加强二者在该领域的合作.
Taking Japanese market as an example,basing on the statistic of export value of aquatic product from Fujian and Taiwan to Japanese market(1996-2009),the statistic of import value of aquatic product in Japanese market(1996-2009) and the events of raising imported food access threshold of Japan in recent years,this paper investigates the impact of Technical Barrier Trade(TBT) on competitiveness of aquatic product in Fujian and Taiwan by the linear regression model of dummy variables.The result shows that the Japanese food labeling system formulated in 2002 plays a negative role on the aquatic product export in Fujian,while plays a positive role in Taiwan because of it's perfect food labeling system.But the Positive List System formulated in 2006 plays a negative role on the aquatic product export both in Fujian and Taiwan.So the roles of TBT are two-ways on aquatic product export,depending on if there are perfect aquatic product quality and safety management system as well as the standard system in exporter.Basing on this,the policy recommendation is proposed to promote Fujian and Taiwan aquatic product export,such as improving both aquatic product quality and safety management system and aquatic product standard system in Fujian and Taiwan, including strengthening cooperation between them in this field.
