摘要
本报告对数据库中的持证残疾人以及基于此库开展的全国残疾人康复需求调查和农村贫困残疾人状况摸底调查数据进行了分析。持证残疾人的主要特征为:劳动年龄人口为主,男性、中轻度、肢体残疾人各占到六成,农业户口近3/4,受教育程度以小学和初中为主体。在康复需求方面,31.9%的残疾人有康复医疗需求,30.9%有功能训练需求,91.9%的残疾人有辅助器具需求。农村贫困残疾人家庭中有82.4%人均纯收入低于国家贫困标准,33.3%为老残一体,7.1%为一户多残。50.3%的农村贫困残疾人为因病致贫。41.1%的农村贫困残疾人已纳入最低生活保障;33.6%接受到生活救助,14.2%接受到医疗救助,26.1%接受到其他方面的救助。
This report used data from national disabled people's basic database and China's survey on disabled people's rehabilitation need and a baseline survey on rural disabled in poverty.It conducted analysis based on above data and tried to find out characters of China's disabled people.Main characteristics of holders of disabled people credentials are mostly at working age,male,medium and low disability degree and physical disabilities account for 60% respectively;agricultural households nearly 3/4;mainly finishing primary school and middle school in terms of education.31.9% of the disabled people demand for rehabilitation care,30.9% for function training,and 91.9% for assistant equipments.Moreover,per capita net income of 82.4% rural disabled families is lower than national poverty line;33% of them are the elderly as well;7.1% have other disabled family members;50.3% are driven into poverty due to disease.Among them,41.1% are already covered by subsistence allowances;33.6% receive living aids,14.2% for medical support and 26.1% for other aspects.
