摘要
为达到欧盟水框架指令(2000/60/EC)对水体化学和生态指标的严格限制,欧盟各国必须对雨水进行有效管理。文章对欧盟国家雨水管理的法律、政策及技术进行了介绍,主要包括:(1)与欧盟雨水管理相关的主要法律指令;(2)欧盟国家所采用的雨水管理政策和技术,重点分析了雨水费政策、城市排水体制、末端处理方法和最佳管理实践;(3)对德国和希腊在雨水管理方面的现状进行了对比分析,其中德国是欧洲乃至世界上雨水管理政策最为完善、技术最为先进的国家之一,而目前希腊对雨水管理尚未十分重视。。
The European Water Framework(2000/60/EC) demands the improvement of chemical and ecological status of water bodies,and stormwater management is indispensable in order to reach its objectives.This paper makes a summary of the laws,policies and technologies of the stormwater management in EU countries.It is composed of three parts.The first part talks about the main Directives adapted by EU that involves stormwater management;the second part talks about the policies and technologies used by EU countries for stormwater treatment,more focus are taken to analyze the policy of stormwater fee,the drainage system and the best management practices(BMPs) in Europe;the third part has a comparable analysis about present states of the stormwater management in Germany and Greece.The former is one of the best countries carrying stormwater management and the latter hasn't paid much attention on stormwater yet.
