摘要
本文采用内容分析法,以新能源汽车产业为例,对我国中央、地方政府出台的新能源汽车产业政策进行计量分析和评价。本文从新兴产业企业需求和供给方基本政策工具两个维度出发,针对新能源汽车发展的两个阶段,构建出新兴产业政策分析框架,选取我国新能源汽车产业为例,并对所选政策样本进行分析单元编码和统计分析,从而深入剖析我国新能源汽车产业政策所存在的问题,并为未来新能源汽车产业政策的完善和优化提出建议,以引导我国新能源汽车产业的健康成长。
This article takes new energy vehicle industry for example,uses content analysis to have quantitative examination and evaluation on China's central and local government policy of new energy vehicle industry. Based on a two- stage development model of new energy vehicle,this article starts from two dimensions: demand side by firms of emerging industries and supply side of basic policy tools,to build an analysis framework of new industrial policy,it selects China's new energy vehicle industry for example. The policies have been codified and statistically analyzed,so that we can have in- depth analysis on the policy effect of China's new energy vehicle industry. Some recommendations to improve and optimize the future of new energy vehicle industry policy have been suggested to guide the sound development of China's new energy vehicle industry.
