摘要
加快产业结构升级是保持中国经济快速平稳发展的迫切要求,然而为应对世界金融危机,中国将在相当长时期内处于通货膨胀的环境中。因此,研究通货膨胀对中国产业结构升级的影响、寻求通货膨胀环境下中国产业结构升级策略具有重要意义。从长期来说,通货膨胀增加了第一产业的比重,降低了第三产业的比重,对第二产业的影响近乎中性。由于随着经济的发展,中国第一产业的比重下降,第三产业的比重上升,而第二产业基本保持稳定,所以通货膨胀阻碍了第一产业和第三产业的升级进程。各产业对通货膨胀反应不同的原因在于各产业的短期供给弹性、存在的契约期限以及面对的金融约束不同。为降低通货膨胀对中国产业结构升级的影响,除加强反通货膨胀的力度外,对于第一产业,还需要完善农产品储备制度、推动农业规模化经营;对于第三产业,还需要加快市场化进程、建设城乡统一的建设用地市场。
The acceleration of industrial structure upgrading is an urgent requirement for the maintenance of quick and stable economic development in China.However,in order to respond to the world financial crisis,China will confront inflation in a quite long time,so the study of the effect of inflation on industrial structure upgrading and the pursuit of industrial structure upgrading strategy in an inflation environment in China are of great importance.In the long run,inflation increases the proportion of the primary industry,reduces the proportion of the tertiary industry,and has almost neutral impact on the secondary industry.With economic development in China,the proportion of the primary industry is declining,the proportion of the tertiary industry is rising,and the proportion of the secondary industry remains stable,so inflation hinders the upgrading processes of the primary and tertiary industries.The different responses of the industries to inflation lie in different industrial short ?term supply elasticity,contract duration and financial constraints.To reduce the impact of inflation on industrial structure upgrading,China needs to perfect agricultural products reserve system and promote agricultural scale operation as for the primary industry and accelerate marketization process and establish unified market for urban and rural construction land as for the tertiary industry,besides the efforts to strengthen anti-inflation.
