摘要
以质量保障提升高等教育公平水平是大众高等教育发展的内在要求。高质量的高等教育是多样性的教育,高水平的高等教育公平是普惠性的教育,保障高等教育和提升高等教育公平水平是两个并行不悖的教育目标、两条不期而遇的道路、两种交相辉映的结果。政府加强对高等教育质量的管理,高校形成高等教育质量的自律意识,社会参与高等教育质量保证活动是提升高等教育公平水平的根本出路。
It's the internal requirement of higher education massification development to raise the level of higher education equity by the way of quality assurance.High quality of higher education showed its diversification,and high level of higher education meant its inclusiveness.Then,the quality assurance and the level improvement of higher education were the two parallel educational goals,two unexpected ways,and two interactive results.To promote the connotation development of higher education and improve the level of higher education equity of access,participation and employment,it should take such measures to strengthen the government management,establish the university self-discipline awareness and improve the social participation for higher education quality.
