摘要
深入研究"资源诅咒"现象在煤炭资源型区域的存在性以及规避途径,对促进这些区域经济发展和保障我国能源安全具有重要现实意义。本文选择同属中西部的8个富煤省区作为研究样本,运用2000-2012年的省际面板数据对煤炭资源丰裕度、煤炭就地转化水平与经济增长间的关系进行了回归分析,结果显示:从整体上看,煤炭资源丰裕度与经济增长之间负相关,即煤炭资源开发在一定程度上抑制了经济增长,表明样本省区整体上存在"资源诅咒"现象;但陕蒙二省单独回归发现,其煤炭资源丰裕度与经济增长之间正相关,说明其较有效地规避了"资源诅咒",进一步研究发现提高煤炭资源就地转化水平是其规避"资源诅咒"的重要途径。最后,文章针对如何通过提高煤炭资源就地转化水平,从而帮助广大煤炭资源型区域有效规避"资源诅咒"提出了相应的对策建议。
Here,we focus on identifying differences between coal resource-oriented areas in China because the identification of‘resource curses' in areas requires a solution with strategies for avoiding risk. It is of practical significance for national energy security and regional development to identify differences in resource curses in coal resource regions and develop clear ways to avoid this curse. Our coal resource- oriented areas include eight provincial districts(Shanxi,Inner Mongolia,Shaanxi,Guizhou,Guangxi,Hunan,Hubei and Henan)in central and western China.Collecting and applying inter- provincial panel data from 2000 to 2012 we attempted to conduct a regression analysis on the relationship between(1)coal- richness and economic growth;(2)the exploitation of coal resources and economic growth;and(3) application methods of coal and economic growth. The results reveal resource curses in samples of coal- oriented provinces,whereby the development of coal resources restrains economic growth to some extent and resource richness is sometimes hindered in the progress of development. However,we also found that resource curses are comparatively avoided in Shaanxi and Inner Mongolia,and the economies in these two districts have achieved rapid development in recent years due to on-spot transformation of coal resources. Relative proposals are put forward to avoid resource curses using on- spot transformation methods.
