The duties and scope of supervision man-agement implemented by governments at all levelsshould be in respondence to the functions of thegovernments.When excercising their supervisionmanagement over planning,the governments at na-tional and provincial levels should take a clear-cutlegal status as the precondition,the plan workedout by the government of the same level as thebasis and the laws and institutions as the support.
