摘要
在苏共败亡的诸多因素中,党的组织制度的衰败是带有根本性的原因。苏共党的组织制度以高度集权为主要特征,缺乏竞争机制,产生官僚特权阶层,严重损害人民利益,阻碍了观念更新和理论创新。工人阶级执政党必须实行制度创新,建立党代表大会的年会制度,竞争性的选举制度和任期制,有效制衡的监察制度,党代表常任制,中央委员会与地方各级党委会的集体领导制度和民主集中制。
In many factors to cause the Communist Party of USSR to defeat, the fundamental factor was the declination of the Party organization system, which was so lack of competing system that bureaucrat level enjoying privilege appeared and seriously damaged the people's interests and hampered concept renovation and theoretical innovation. Accordingly, the ruling party from working class should establish series of systems such as supervision system and democratic centralism.
