摘要
"农民待遇问题"根本上说是个制度问题和道德问题。在传统的社会等级制度下,中国农民的社会等级地位和城乡二元社会制度是导致"农民国民待遇得不到保证"的根本原因;要解决"农民待遇问题"的道德尴尬就必须建立起面向农村、面向农业、面向农民的道德制度,即在划定社会成员权利与义务的利益结构上逐步走向合理和公正,激活社会繁荣和经济增长的动力机制,使社会成员相互间的权利义务关系获得充分的制度性保障,促使社会道德伦理关系格局趋向有序化和合理化。
Fundamentally speaking, the 'peasants' treatment' is a system issue and a morality one. Under the traditional hierarchy, the Chinese peasants' social class position and dual system between urban and rural areas have resulted in the un-guaranteed peasants' treatment. To solve the mortality dilemma of 'peasants' treatment', we should build a morality system facing the rural areas, the agriculture and the peasants. In other words, we should be rational and just when dividing the interest structure of the social members' obligations and duties and activate the drive mechanism of social prosperity and economic growth, so as to fully guarantee the social members' obligations and duties in system. In this way will the social moral and ethical relations be orderly and rational.
