摘要
英国高等教育经过 80 0余年不断的改革与发展 ,已经在自主、自治的独立体系下形成了在高等教育的独立前提下的自主运行机制。英国高等教育发展的经验告诉我们“如果不允许各大学采取发展它们自己的基本政策 ,不允许它们有决定如何履行它们对社会的责任的余地 ,那么结果就是愚钝和平庸。”这种观点对我们高等教育改革不无启迪作用。着力研讨了英国高等教育独立与自治制度的产生。
During the past 800 years,Britain Higher education has already formed a self government running system based on the independence of Higher education.The experience of the development of Britain Higher education showed that “It is foolish and mediocre that the rights of carrying out their own basic developing policies and the rights of deciding how to perform their social responsibility are not given to universities.” This view is helpful to our higher education reformation.In this paper,the author studied the emergence,development and running model of self government and dependence of Britain Higher education.
