摘要
人才资源是第一资源。从理论或现实上 ,人才资源本身不会自发地为社会创造效益 ,最重要的是如何去使用这一“资源”。本文从政府或国家对人才资源的驾驭和管理及能力建设的角度 ,就人才资源使用能力的内涵进行了界定与阐释 ,着重从系统的角度构建人才资源使用能力体系 ,并为进一步评价人才资源使用能力 ,初步设立了评价指标体系。
Talent resource is the first resource. In theory or reality, talent resource does not create anything. What is important is how to use it. This article gives a detailed and accurate definition of the ability to use talent resources under the management and control of the government. Emphasis is given to the construction of a system to promote using talent resources. A preliminary design of the system of assessing the ability to use talent resources is proposed.
