摘要
本文通过对我国土地所有制结构、土地管理制度、土地市场以及由土地获得的利益再分配等方面的分析 ,认为我国现有的土地制度对乡镇企业集聚、小城镇建设等方面已经起到了严重的制约作用。在进一步探讨了乡镇企业集聚与小城镇建设、土地制度建设之间的相互关系后 ,论文介绍了国内土地制度改革的几种成功方式和经验 ,并指出 ,随着我国小城镇建设的发展与乡镇企业集聚趋势的增强 ,土地制度的改革应在土地使用制度改革基础上进一步加以深化和完善。
Through the analysis of the property construct of land institution, land management institution, land market and redistribution of prafit from land, the paper points out that land has produced serious constraint effect on the agglomeration of town and village enterprises (TVEs).At the same time the relation among agglomeration of TVES, construction of little towns and construction of land Institution has correlated further. With the development of little towns and the stronger tendency of agglomeration of TVES,land institution reform should gain successful experiences as reference, and develope dually on the basis of land use institution reform.
